Rutland’s Blue Shirts Program Returns to Support Businesses and Improve Community Safety

Business owners in Rutland say ongoing issues such as theft, disorderly behavior, and makeshift camps near commercial properties have placed increasing pressure on local businesses. In response, the community-focused “Blue Shirts” patrol program is set to return this summer.

Beginning July 13, three paid ambassadors will patrol parks, streets, and business districts throughout Rutland from 7 a.m. to 2 p.m., Monday through Friday. Their role will include checking on vulnerable individuals, addressing community concerns, and helping connect people with support services before problems escalate.

The ambassadors will be equipped with first aid supplies, naloxone kits, litter cleanup tools, and graffiti removal equipment. Organizers say the initiative is designed to improve neighbourhood conditions while providing a visible and supportive presence throughout the community.

According to Cathy Paterson, interim executive director of the Uptown Rutland Business Association (URBA), the program has been revised following lessons learned from previous efforts.

“We reviewed what worked and what didn’t,” Paterson said, noting that earlier versions of the program faced funding challenges. Additional resources have now been secured to help ensure the initiative can operate more effectively.

Local businesses have continued to express concerns about theft and other issues affecting their operations. Paterson said some businesses have reported significant financial losses linked to ongoing crime and disorder in the area.

Business owner Rozlan Moh Jais welcomed the return of the patrols, calling the initiative a positive step for the neighbourhood.

“We’re glad they put in an initiative so Rutland won’t be a dump,” he said, adding that he views the community as a family-oriented place despite its challenges.

Businesses will also have access to a dedicated phone line to report concerns such as litter, graffiti, loitering, and cleanliness issues. More serious incidents, including thefts and break-ins, will continue to be handled by police and bylaw enforcement officers.
