OTTAWA — October 9, 2026 — Canada’s financial regulator is raising concerns about the growing risks associated with advanced artificial intelligence, warning that frontier AI could intensify cybersecurity threats and technology vulnerabilities across the country’s financial system.
In an update released on October 8, the Office of the Superintendent of Financial Institutions (OSFI) said rapid technological advances and geopolitical uncertainty are increasing risks for financial institutions. Its latest Semi-Annual Risk Outlook places particular emphasis on how frontier AI may amplify cybersecurity, third-party technology and reputational risks.
The regulator also acknowledged that advanced AI presents opportunities to improve productivity and risk management. However, it stressed that financial institutions need stronger governance, effective controls and rigorous testing as AI capabilities evolve.
Boards and senior management remain accountable for managing these risks, making AI oversight an important issue for banks, insurers and other federally regulated financial institutions.
The update highlights a growing challenge for Canada’s technology sector: adopting AI to improve services and efficiency while protecting sensitive information, digital infrastructure and public confidence.
As financial institutions expand their use of AI tools, regulators and industry leaders will face increasing pressure to balance innovation with reliable cybersecurity and responsible risk management.
